TAGAYTAYLAND
Presently there are, so far as we can determine, no international retirement communities in the Philippines.
There is an English owned retirement community in Indang, Cavite about an hour out of Tagaytay. It is owned
by a London based developer who recruits in the Philippine community in London. The residents at the
Indang community consist of British citizens that have married Philippine spouses. That development is the
closest community there is in the Philippines to an international retirement community. A Japanese company,
called PHILS LIFE, has recently purchased a large tract of land on Taal Lake Road, near the subject site, for
the development of a Japanese retirement community, but that project is still in the early planning stages.

There are a number of developments populated by retired persons, but they are “accidental” retirement
communities, and are not designated as retirement communities as such. Moreover, there is no retirement
community in the Philippines which provides care facilities. The Japanese retirement community that is being
planned on Taal Lake Road apparently will not offer care facilities, because in discussing retirement
communities with the Philippine Economic Zone Authority (PEZA), to whom the Japanese company has
applied for designation as a retirement community, the officials at there were not aware of the various types of
care facilities that are common to most retirement communities in the U.S. However, they did show a great
deal of interest in learning about the concept of care facilities in retirement communities.
PROJECT:  RETIREMENT COMMUNITY
The topographical survey which follows shows that the subject site slopes downward
toward Taal Lake as does all the land everywhere in the Midlands. The slope is part of
what makes the land especially desirable because the view of the mountains and the
Lake are dramatically visible from everywhere and anywhere on the site.  However,
about 25% of the site has slopes that are at or near a 60º slope.  Those who are familiar
with the construction of developments in the Philippines understand that this is a
common and surmountable problem.  Developments there always involve a substantial
amount of earth moving. However, another solution for these slopes has been crafted in
addition to moving earth. The most upscale of residential developments in the Tagaytay
area, called the “Tagaytay Highlands”, a development of some 6000 acres, has built a
13 story condominium structure anchored onto the side of a slope that is significantly
greater than 60º. Each unit, featuring a breathtaking balcony view, has a perfectly
unobstructed panoramic view of the mountains, Taal Lake, and the Volcano. The
elevators in the building do not run vertically, as usual, but at an angle parallel to the
slope.  The project was built 11 years ago and the units remain sold out. Following the
